Bachelor's degree in accounting, finance or a related field
At least 3 years in financial management for humanitarian or development projects
Experience across multiple concurrent funding streams or cost centres
Donor compliance and reporting experience, including indirect cost recovery
Experience reviewing partner or sub-grantee financial reports

Experience with cash transfer programming or European and bilateral donor requirements is a plus.

CARE Philippines is looking for a Finance and Grants Officer to provide financial management, budget oversight and donor compliance support across our Humanitarian Action, Climate and Disaster Resilience programming — with primary responsibility for the Sarangani Earthquake Early Recovery Project and our humanitarian preparedness and emergency response portfolio, including the CARE Emergency Response Fund.

You'll track expenditure across multiple funding streams, process payments and cash transfer disbursements, prepare donor financial reports, support audits, maintain the internal controls that keep the programme sound, and coach non-finance colleagues through CARE's procedures. When an emergency activation is triggered, you'll be part of what makes a fast response possible.
