Job Purpose: The Project HSE Manager will provide oversight of the appointed project Consultant’s and Contractor’s activities to ensure they are operating in compliance with relevant DP World construction health and safety requirements, meeting their contractual health and safety obligations, and adhering to applicable local health and safety legislation and regulations. The role will work closely with the DP World Site Project Leader and other DP World personnel assigned to or involved in the project.Key Accountabilities: Always act as an ambassador for DP World when working; promoting and demonstrating positive behaviours in harmony with DP World’s Principles, values and culture; ensuring the highest level of safety is applied in all activities; understanding and following DP World’s Code of Conduct and Ethics policies.Collaborate with other disciplines (such as project/construction management, design, commercial, logistics etc.) to ensure that any risks (safety, environmental, reputational etc.) to DP World are identified, controlled and where possible, minimized. Adhere to proper implementation of QA/QC procedures on the projects; as well as Health and safety.Support the Site Project Leader and team in the implementation of best practices and reduction of harm. Conduct literature searches on topics of interest.Perform other related duties as assigned by DP World Project Management i.e. the Site Project Leader.Where necessary, collaborate and communicate with representatives from Corporate Head Office or other DP World entities in the interest of H&S. Ensure that Project Consultant/Engineer and Contractors have plans in place to manage Health and Safety performance on site. This includes, but is not limited to, Construction Health and Safety Management Plan, and the Construction Environmental Management Plan. Review submitted plans against DP World Procedures, local legislation, and the Project Contract for gaps and make recommendations for improvements.Ensure that the Project Consultant/Engineer and Contractors are regularly monitoring performance against their approved H&S plans through assurance activities. Ensure roles and responsibilities for H&S are included in H&S related deliverables & plans, and that they are communicated and understood and delivered against by accountable people.Review current and future contract documentation when tendering packages of work to ensure suppliers understand the minimum H&S requirements prior to their arrival and are competent to deliver when they are onboarded to the project.Evaluate tender submissions for H&S related requirements and make recommendations on preferred contractors related to H&S information provided.With the Project Consultant/Engineer, assess the Contractor’s efforts to verify the competency of their employees, and the employees of their supply chain. Demonstrate and articulate what a safe working culture is and means. Apply these principles in the way work is done Where necessary escort and accompany the DP World Project Manager during Leadership Tours or other site visits.Establish and support a robust and proactive culture of health and safety including continual improvement.
Experience and Qualifications:Proficiency English (written and spoken) is required.Holds a bachelor’s degree (or equivalent) in Health & Safety, Civil Engineering or related field. Has experience of operating as an Employer’s Representative (i.e. PMC/Engineer). Detailed experience in marine & ports civils projectsRecognized formal qualification certificate in H&S and or Environmental related field of study 8 years’ experience in Construction/Civils projects involving similar scopes of work to the Project.Demonstrable experience in a HSE Advisor/Manager capacity.Ability to communicate both in the local spoken language and in English. Report writing (inspections, audits and investigations).Incident & Emergency Management experience.Experience in using reporting systems for HSE-related actions/observations. Communication skills (PowerPoint, in-room, and face to face). Working knowledge in management of high-risk operations i.e. lifting, plant & machinery, Permit to Work.
