Location Requirement:This position is based in Indianapolis, IN and requires local candidates (Central Indiana) to work onsite at 100 N. Senate Ave.

About the Role:
Seeking a Senior Business Systems Analyst to join a high-impact Digital Transformation team. This is not just a technical role; it is a strategic position that requires a "people-first" approach. While technical proficiency is important, success here depends heavily on your ability to build trust, navigate ambiguity, and facilitate consensus among diverse stakeholders.
You will act as the bridge between business objectives and technical feasibility, working at the enterprise level to guide teams toward shared outcomes.
Key Responsibilities:
Relationship Management: Build strong, trust-based relationships with stakeholders, acting as a strategic advisor to senior leadership.
Communication: Navigate challenging conversations with confidence and communicate progress and tradeoffs clearly to both technical and non-technical audiences.
Analysis & Solutions: Translate complex business and data problems into clear, actionable requirements and user stories.
Facilitation: Lead discovery sessions and workshops to understand pain points and drive organizational change.
Collaboration: Partner with Data Governance Managers, IT Project Managers, and QA Testers to ensure smooth delivery.
Must-Have Qualifications:
5+ years of experience as a Business Analyst or Consultant in technology/government settings.
Proven experience cultivating business relationships with multiple stakeholders.
Strong technical, written, and oral communication skills (ability to speak to leadership and technical teams).
Experience with Business Requirements and User Story creation.
Proficiency in Microsoft Office Suite.
Highly Desired:
Experience with Azure DevOps.
