Senior Structural/Civil Program Manager

About the role

This position will provide technical and delivery leadership for a complex, multi-year program involving rehabilitation of critical regional wastewater infrastructure.

Tasks

• Lead planning, design, rehabilitation, and construction-support activities across multiple work packages
• Direct multidisciplinary engineering teams, consultants, and technical specialists
• Maintain accountability for scope, schedule, budget, quality, and risk
• Lead technical decisions involving pipelines, manholes, access structures, temporary works, and trenchless construction
• Coordinate with DC Water leadership, operations personnel, contractors, regulators, utilities, and regional stakeholders
• Review technical memoranda, calculations, specifications, cost estimates, procurement packages, and program reports
• Manage technical, constructability, permitting, environmental, safety, and service-continuity risks

Requirements

• Bachelor’s degree in Civil Engineering, Structural Engineering, or a closely related discipline
• More than 10 years of progressively responsible engineering experience
• Active Professional Engineer license in the United States
• Experience leading complex infrastructure programs and multidisciplinary teams
• Strong background in large-diameter pipelines, buried infrastructure, water/wastewater systems, or comparable heavy civil facilities
• Strong executive communication, presentation, and negotiation skills
• Experience with large water or wastewater capital programs, reinforced concrete pipe rehabi

Schedule

• Full-time program assignment
• Hybrid - three days per week onsite
