Cyber Threat Advisor – Migrant Smuggling

UNODC is seeking a Cyber Threat Advisor to support the implementation of the European Union-funded Global Action against the Financial and Digital Dimensions of Migrant Smuggling Programme. Based in Panama City, the role focuses on addressing the cyber-enabled aspects of migrant smuggling, including digital investigations, online criminal networks, cryptocurrencies, digital forensics, and cybercrime-related capacity building.The position will support activities across Panama, Costa Rica, and Colombia, working closely with law enforcement agencies, prosecutors, judicial authorities, and international partners.
Key ResponsibilitiesProject Implementation & CoordinationCoordinate programme activities related to the digital dimensions of migrant smuggling in Panama, Costa Rica, and Colombia.Support procurement processes, service provider management, activity monitoring, and reporting.Liaise with government institutions, law enforcement agencies, regulators, internet service providers, and virtual asset service providers.Capacity Building & Technical AssistanceDesign and deliver training workshops on cyber investigations, digital forensics, electronic evidence, cryptocurrency investigations, OSINT, and SOCMINT.Provide technical advice and mentoring to law enforcement agencies, prosecutors, judges, and other criminal justice stakeholders.Support the development of investigative and prosecutorial capacities related to cyber-enabled migrant smuggling.Research, Analysis & Knowledge DevelopmentMonitor trends in cyber-enabled migrant smuggling and related criminal activities.Collect, analyze, and visualize data to support evidence-based decision making.Contribute to reports, assessments, presentations, and policy recommendations.Stakeholder EngagementCollaborate with national authorities, international organizations, civil society, academia, private sector partners, and UN entities.Promote coordination, information sharing, and good practices while avoiding duplication of efforts.Support UNODC visibility and communication activities related to cybercrime and migrant smuggling.
RequirementsEducationMaster's degree in Information Technology, Computer Science, Digital Forensics, Cybersecurity, Law, International Relations, Security Studies, Social Sciences, or a related field.ExperienceMinimum 7 years of progressively responsible experience in cybercrime investigations, cybersecurity, digital forensics, electronic evidence, OSINT, cryptocurrency investigations, or related areas.LanguagesFluent Spanish required.
