Senior COBOL Developer / Team Lead – South Carolina DMVWe are seeking a Senior COBOL Developer / Team Lead to support critical business systems for the South Carolina Department of Motor Vehicles (SCDMV).This is a 12-month contract with possible extension and is fully onsite in Columbia, SC.The position will support the SCDMV's core Phoenix business system, a mission-critical Client-Server application using COBOL as the backend and .NET as the user interface.Key ResponsibilitiesAnalyze the Phoenix core business system and assigned development/system modification tickets.Lead technical analysis and recommend solutions for assigned tickets and projects.Work closely with business units to develop business specifications and translate them into technical specifications.Obtain business sign-off and ensure solutions meet documented requirements.Develop, code, test, promote, and implement COBOL-based solutions.Provide Level 3 production support for the Phoenix system.Troubleshoot and debug complex application issues.Provide daily and weekly status updates to the development manager and business analysts.Lead and coordinate technical development activities.Mentor and guide less-experienced technical team members.Communicate effectively with users, vendors, technical staff, and management.Required Qualifications10+ years of Visual COBOL and/or Micro Focus COBOL1+ year of Visual COBOL V910+ years developing and maintaining complex mission-critical applications in Windows-based Client-Server environments10+ years leading technical software development teams10+ years coding and testing complex COBOL business systems with Oracle SQL10+ years of Level 3 production support10+ years working directly with business units to develop/review business and technical specifications10+ years of experience with system analysis, design, coding, testing, debugging, and implementationPreferred QualificationsOracle 19+ SQLMicrosoft Visual Studio .NET / C#Government/public-sector experienceBachelor's degree in Computer Science or closely related fieldVisual COBOL technical certificationAdditional InformationContract: 12 monthsExtension: PossibleWork Arrangement: Fully OnsiteLocation: Columbia, SCInterview: 2 rounds of virtual interviewsHours: Full-timeCJIS: Candidate must obtain CJIS information security certification; SCDMV will sponsor.Candidate must be able to work independently and have excellent communication skills.Candidate Location RequirementCandidates must currently reside in South Carolina, North Carolina, or Georgia and must be willing to relocate to South Carolina at their own expense at least 5 business days before the start date.
