About the RoleOn behalf of Huawei We are seeking a highly skilled Customs Clearance Engineer to join Huawei’s regional team in Latin America. This role is pivotal in ensuring seamless import/export operations, mitigating customs risks, and leveraging trade agreements across the region. The ideal candidate will act as a strategic bridge between Huawei’s business objectives and local customs regulations, driving efficiency and compliance in a dynamic market.

Key Responsibilities1. Policy Interpretation & Strategic AdvisoryMonitor, interpret, and evaluate customs policies, trade regulations, and fiscal measures across Latin American countries.Assess the potential business impact of regulatory changes and deliver actionable insights, recommendations, and mitigation strategies to regional leadership.2. Policy Implementation & Risk ManagementLead the establishment and continuous improvement of a regional policy analysis framework to ensure consistent and thorough implementation of customs controls, trade facilitation initiatives, and tariff preferences/barriers.Proactively identify, evaluate, and monitor customs compliance risks across the region. Collaborate with local teams to perform root cause analysis, drive corrective action plans, and reduce overall risk exposure.Support country-level annual customs risk assessments and coordinate on-site audit preparations and follow-ups.3. Operational Support & Audit ResolutionProvide direct operational support to countries in resolving complex customs clearance issues and managing customs audits, ensuring minimal disruption to supply chain activities.4. AEO Certification & MaintenancePossess deep knowledge of Authorized Economic Operator (AEO) certification frameworks in major Latin American markets.Offer expert guidance and develop tailored roadmaps for AEO certification, recertification, and routine compliance maintenance to maximize trade facilitation benefits.5. Efficiency & Cost OptimizationDesign and propose innovative customs clearance solutions aligned with specific business requirements of each country, with the goal of enhancing clearance efficiency and achieving significant savings in customs duties and associated costs.6. Stakeholder Engagement & Relationship BuildingCultivate and maintain strong, trust-based relationships with local customs authorities.Represent Huawei in customs workshops, forums, and bilateral meetings; collaborate with officials to co-create solutions and contribute to the development of a favorable customs business environment across the region

Required Qualifications1. Professional KnowledgeComprehensive mastery of core customs disciplines, including:Customs ValuationTariff Classification (HS Codes)Rules of OriginCustoms Qualification & LicensingCustoms Audits and Post-clearance ControlsSolid understanding of end-to-end import/export operational processes.2. EducationBachelor’s degree or higher in Supply Chain Management, International Trade/Economics, Logistics, Business Administration, or a related field. A background in Engineering or Communications is also valued.3. Work ExperienceMinimum of 3+ years of hands-on experience in customs compliance, trade operations, or regulatory affairs, ideally within a multinational corporation, consultancy, or customs brokerage firm.4. Language ProficiencyFluent in Spanish and English (both written and spoken) – must be able to use both as working languages for negotiations, report writing, and daily communication.5. Soft SkillsStrong analytical and problem-solving capabilities.Excellent interpersonal and communication skills, with the ability to influence and align cross-functional teams.Proven ability to work under pressure and manage multiple priorities in a fast-paced environmen
