1. The Government of Belize (the “Beneficiary”) has received financing from the Inter-American Development Bank (IDB) (the “Bank”) toward the cost of implementation of the Blue Economy MRV System in Belize. The Blue Bond and Finance Permanence Unit (BBFP), an executing agency of the Beneficiary, intends to apply a portion of the proceeds of this loan to perform the consultancy consultancy services for the creation of a Stakeholder Engagement Plan for Implementing a Blue Economy MRV System in Belize. More details on the Services are provided in the Terms of Reference.

2. The Blue Bond and Finance Permanence Unit (BBFP) invites interested, eligible individual to assess the full version to request the full version of this application and TERMS of REFERENCE (TOR) at https://procurement.bipfanunun.gov.bz/ pursuant to the OR Code below and to submit application packages in accordance with the instructions provided in the full version.

3. Qualified individuals should submit one (1) pdf file in English, using the required template via email no later than August 28, 2026, at 4:00 PM.
