Position Overview:The Financial Representative 2 – Advanced will support the Division of Provider Operations by leading key projects, managing day-to-day operations, monitoring vendor reporting, coordinating system changes, and providing operational and data support for Home and Community-Based Services (HCBS) programs.The position will work extensively with PROMISe™, HCSIS, EVV, Direct Care Worker Registry, and MMIS initiatives and will collaborate with internal teams, IT partners, providers, and other stakeholders.
Key Responsibilities:Maintain knowledge of applicable federal and state regulations, policies, procedures, provider handbooks, and bulletins governing HCBS waiver providers and Nursing Facilities.Serve as a project lead for short- and long-term initiatives involving PROMISe™ and HCSIS systems.Support projects including Electronic Visit Verification (EVV), Direct Care Worker Registry, and Medicaid Management Information System (MMIS) initiatives.Coordinate and monitor day-to-day operations and required reporting from the Financial Management Services Vendor.Coordinate, implement, and monitor system changes.Develop system documentation, including Change Orders and Business Requirements Documents (BRDs).Participate in committees, workgroups, and project teams involving IT business partners and other program offices.Provide program data, conduct research, test new or revised IT applications, and recommend appropriate courses of action.Maintain extensive system knowledge and provide direction during system design, testing, validation, and staff training.Support ongoing initiatives related to the Community HealthChoices (CHC) program.Analyze and interpret data across multiple IT applications and systems.Communicate with providers, representatives, stakeholders, and internal teams regarding regulations, policies, procedures, and system processes.Respond accurately and timely to requests for HCBS provider and program data, including reports, data files, and spreadsheets.Review, analyze, and monitor operational and vendor reports.Resolve provider-related issues and determine efficient processes and resource utilization.Perform other related duties as required.
Required Skills & Qualifications:Strong understanding of HCBS programs, provider operations, and related regulations/policies.Experience working with complex IT systems and automated business processes.Strong data analysis and interpretation skills.Experience with system changes, testing, validation, and implementation.Ability to develop or work with Business Requirements Documents and Change Orders.Strong project coordination and project leadership skills.Excellent written and verbal communication skills.Ability to work effectively with providers, vendors, IT teams, and government stakeholders.Strong problem-solving, analytical, organizational, and decision-making skills.Ability to manage multiple projects and priorities simultaneously.
Preferred Experience:Experience with PROMISe™, HCSIS, MMIS, EVV, or Direct Care Worker Registry.Experience supporting Community HealthChoices (CHC) or HCBS programs.Experience working with Financial Management Services vendors.Experience in healthcare, Medicaid, government, or public-sector operations.
