Budget Manager

The Budget Manager is responsible for leading the development, implementation, monitoring, and analysis of budgets to support effective financial planning and alignment with the Certified Fiscal Plan. This position works closely with senior leadership, government agencies, advisors, and other stakeholders to monitor financial performance, identify risks, and provide actionable recommendations.
Key ResponsibilitiesLead and monitor the annual budget process, ensuring alignment with the Certified Fiscal Plan and established financial policies.Coordinate with department leaders to gather budget requirements and consolidate departmental budgets.Analyze financial performance, liquidity, trends, variances, and potential budgetary risks.Prepare financial reports, presentations, and recommendations for senior leadership.Monitor budget execution and address financial challenges, identifying opportunities for cost savings and improved efficiency.Support the review and revision of the Fiscal Plan in collaboration with internal teams and external advisors.Monitor project budgets, milestones, and financial deliverables.Collaborate with government agencies, advisors, attorneys, and other stakeholders on budget and financial matters.Supervise and mentor staff, supporting the achievement of financial and operational objectives.
Key RelationshipsDaily contact with the Directors, and staff to achieve the objectives of PROMESA.Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.
Supervisory ResponsibilitiesThis position may supervise Associates or Senior Associates.
QualificationsBachelor’s degree in Accounting, Finance, or a related field; Master’s degree preferred.CPA preferred.Minimum of 3–5 years of relevant experience, with government-sector experience preferred.Previous experience supervising or managing staff.Strong knowledge of budgeting, financial reporting, financial monitoring, financial analysis, and financial planning.Demonstrated ability to analyze complex financial information, identify trends and variances, and develop actionable recommendations.Strong organizational, analytical, problem-solving, and leadership capabilities.Ability to manage multiple priorities, meet deadlines, and handle confidential information.Strong stakeholder-management and communication skills.Excellent reading and comprehension skills in both Spanish and English for understanding complex information, with a readiness to take on additional tasks as required
