Job DescriptionCivil Engineer – Transportation Infrastructure ProjectsLocation: Guaynabo, Puerto Rico
Position SummaryThe Civil Engineer will be responsible for managing transportation infrastructure projects from a technical, administrative, and financial standpoint, ensuring compliance with the organization’s quality, safety, budgetary, and regulatory standards. This role requires experience in road and bridge infrastructure projects, strong coordination skills, and the ability to work with regulatory agencies, contractors, consultants, and senior management.The ideal candidate will have a solid background in civil engineering, infrastructure inspection and maintenance, project coordination, budgeting, and contractor oversight.
Education and ExperienceBachelor’s Degree in Civil Engineering from an accredited university.Minimum of five (5) years of experience in transportation infrastructure projects, including roads and bridges.Engineer in Training (EIT) license required.Active membership with the Puerto Rico College of Engineers and Land Surveyors preferred or required.OSHA 30-Hour Construction Industry certification.Valid driver’s license.Language and Communication SkillsStrong verbal and written communication skills in both Spanish and English.Ability to communicate clearly and effectively with regulatory agencies, contractors, consultants, internal teams, and senior management.Ability to read, interpret, and draft technical, regulatory, and contractual documents related to infrastructure projects.Ability to prepare technical reports, project updates, presentations, and recommendations in a clear, structured, and professional manner.Strong interpersonal skills to coordinate, negotiate, and communicate effectively with contractors, consultants, agencies, and management.Ability to document and communicate project progress, risks, budget deviations, and technical recommendations accurately and in a timely manner.
Knowledge, Skills, and AbilitiesKnowledge of maintenance and inspection methodologies for transportation infrastructure projects.Understanding of civil construction materials and their behavior in infrastructure projects.Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.Experience using project management systems, computer-aided design platforms such as CAD, and/or geographic information systems such as GIS.Ability to manage and prioritize multiple projects simultaneously.Knowledge of project planning, budgeting, estimating, coordination, and execution principles.Ability to identify alternatives, recommend corrective actions, and make sound technical decisions.Strong leadership and supervisory skills.Experience coordinating, supervising, and evaluating contractors, consultants, and external engineering teams.Basic knowledge of environmental requirements and sustainability regulations applicable to roadway infrastructure projects.Ability to adapt to and learn new technologies, digital platforms, and infrastructure management tools.Experience preparing, controlling, and analyzing budgets for infrastructure projects.
Key ResponsibilitiesManage engineering projects from a technical, administrative, and financial perspective, ensuring compliance with established quality and safety standards.Conduct site inspections across different projects to verify compliance with contracts, established conditions, and applicable local, state, and federal regulations.Manage project-related risks in accordance with established safety protocols and organizational practices.Review plans and provide technical recommendations to ensure compliance with design standards, regulations, and approved budgets.Participate in the preparation of the annual budget and monitor compliance with assigned budgets and the investment plan established in the business plan.Coordinate the preparation of plans and required documentation to be submitted to the Puerto Rico Highways and Transportation Authority for project approval.Evaluate infrastructure project bids from both a technical and financial perspective.Draft, lead, and/or review technical reports related to planning, projects, impact analyses, and other infrastructure matters for submission to the appropriate agencies.Use project management systems, CAD platforms, and/or GIS tools to support the planning, tracking, and documentation of infrastructure projects.Participate in meetings with public and private agency officials to coordinate work, improvements, and project requirements related to transportation infrastructure.Evaluate and recommend partial payments for work completed by consultants and contractors.Support technology innovation and process optimization initiatives in infrastructure management, including the use of engineering tools, digital platforms, and environmental sustainability standards.Stay current on local and federal regulations related to the inspection, maintenance, and rehabilitation of bridges, pavements, drainage systems, roadway lighting, and other transportation infrastructure assets.Continuously participate in technical courses and training programs to strengthen professional performance and support the development of the work team.Promote a positive work environment that motivates individuals and teams to achieve organizational goals.Perform other related duties as required based on operational needs.
