HR & Talent Acquisition Manager - Multilingual

We are seeking a high-performing HR/ Ops & Talent Acquisition Manager (Multilingual) to help build and scale our Colombia operations from the ground up. This individual will play a strategic role in establishing our local presence, building technical delivery teams, and supporting operational setup. This is not a maintenance HR role, this is a builder role.
Role OverviewThis is a strategic and hands-on leadership role responsible for:Leading full-cycle recruitment for IT, cybersecurity, cloud, data, and healthcare technology rolesEstablishing HR operations and ensuring compliance with Colombian labor lawsSupporting office setup (lease coordination, vendor management, workspace operations)Partnering with U.S. leadership on workforce planning and talent strategyTalent pipeline development across Bogotá universities and professional networksBuilding employer branding and campus partnerships with leading Colombian universitiesImplementing onboarding processes and local HR best practicesEmployer branding and long-term retention strategyThis role will play a critical part in launching and scaling our Colombia solution center.
Key ResponsibilitiesDrive end-to-end recruitment (sourcing, screening, interviewing, offer management)Build pipelines for Epic, Workday, ServiceNow, cloud (AWS/Azure), cybersecurity, data, and healthcare IT talentEnsure compliance with Colombian employment regulations and HR policiesManage relationships with POE providers (if applicable)Support office space setup (coworking/vendor coordination)Develop compensation benchmarking aligned with market standardsEstablish performance management and employee engagement processes
QualificationsBachelor’s degree in Human Resources, IT, Business Administration, or related field5+ years of experience in HR and talent acquisition (preferably in IT or technology consulting)Strong knowledge of Colombian labor laws and employment practicesExperience hiring technical profiles (Epic, ServiceNow, cloud, cybersecurity, data, healthcare IT preferred)Experience working with U.S.-based companies or multinational environments preferredStrong communication skills in English and Spanish (required)Experience with ATS platforms and HR systemsAbility to operate in a startup/expansion environment with minimal supervision
