Disaster Recovery Project Manager (Associate to Senior Levels)

We support municipalities, agencies, utilities, and private partners through FEMA and HUD disaster recovery and mitigation programs, including FEMA Public Assistance, HMGP, CDBG-DR, and CDBG-MIT, from project formulation through construction oversight, compliance, and closeout. The roleWe're growing our team and hiring Disaster Recovery Project Managers at every career stage. Early-career professionals are welcome; you'll learn from senior staff and grow into larger portfolios. Experienced PMs will lead federally funded projects and mentor others. What you'll do• Manage federally funded recovery and mitigation projects through scope, schedule, budget, and closeout.• Help develop damage descriptions, scopes of work, and cost estimates for FEMA PA and hazard mitigation projects.• Review invoices, payment applications, change orders, and procurement records for compliance with 2 CFR 200 and program rules.• Coordinate with clients, FEMA, COR3, PRDOH, contractors, and design teams.• Conduct site inspections and prepare clear, audit-ready documentation and reports. Who we're looking for• Associate level: A bachelor's degree in engineering, architecture, planning, business, or a related field, plus 0-3 years of experience. Internships, field inspection, case management, or construction work count.• Project Manager level: 3-7 years managing construction, infrastructure, or federally funded projects.• Senior level: 8+ years with FEMA PA, HMGP, CDBG-DR/MIT, or similar programs, including leading teams or portfolios.• All levels: Bilingual in Spanish and English, strong writing and organization, and comfort with Excel and project tools. Nice to have: EIT/PE, AIT/RA, or PMP; FEMA IS courses; experience with Grants Manager, DRS, or Smartsheet.
