Senior Technical Program Manager (PeopleSoft HCM)

Tasks

• Lead and manage PeopleSoft HCM technical and functional resources.
• Oversee Core HR, Payroll for North America, Time and Labor, and Benefits Administration initiatives.
• Manage project schedules, resource allocation, and delivery priorities.
• Monitor team performance against SLAs and KPIs.
• Coordinate with OCTO leadership, DCHR, technical teams, and vendors.
• Oversee requirements gathering, functional design reviews, and change management.
• Provide executive-level reporting on program progress, risks, and milestones.

Requirements

• Bachelor's degree in IT, Business, or a related field, or equivalent experience.
• 16+ years of IT program/project management experience.
• 16+ years of PeopleSoft HCM leadership and oversight experience.
• Extensive experience with PeopleSoft Update Manager (PUM) deployments.
• Experience with Oracle Cloud Infrastructure and Oracle database management.
• Experience in UI modernization and third-party identity provider implementations.
• Experience with data visualization system integration.
• Knowledge and implementation experience of DOJ Section 508 compliance.
• Strong business analysis, SDLC, requirements documentation, and functional design oversight experience.
• 10+ years of staff management and public-sector IT program management experience.
• Strong stakeholder coordination and executive reporting skills.
• PMP or equivalent project management certification required by the listed skills criteria.
• Preferred: Experience managing DC government IT programs and leading projects in compliance with established standards and procedures.
